Scott Vandenberg, MBA
Governing Committee Chair

Scott has 30 plus years of experience in commercial property and casualty
insurance and works at Northbridge Financial Corporation as the VP of Research
and Product Development. He has an MBA from the University of Toronto and
also serves as a Director for the Heartfulness Institute of Canada and
is a certified meditation trainer for Heartfulness Meditation.

Tina Luciani, BA, CIP
Claims Committee Chair

Tina is Senior Vice President, Head of Claims, for Swiss Re P&C Reinsurance
Canada and English Caribbean, located in Toronto, Ontario. Tina joined
the firm in 2017 and carries 20+ years of P&C claims experience. Tina received
BA in Psychology from the University of Toronto and holds her Chartered
Insurance Professional designation and Lean Six Sigma Green Belt certificate.
She serves on the Canadian executive team leading branch strategies and
corporate culture initiatives. Tina is eager to share her knowledge with
clients through consultative reviews, industry research and analysis. Tina
is a passionate supporter of female industry talent through Swiss Re's
internal mentorship programs, PowHer and WIISTEM and a member of the ISC
Group.
Leadership
Chris Duffield, BA, FCIP
Executive Director

Chris served as the former Chair of NIAC from 2016 – 2022 and served on
the Governing Committee for many years prior to her service as Chair. In
addition to her involvement in the nuclear insurance, she has over 46 years
of experience in our industry, most recently as a Senior Vice President
at Swiss Reinsurance Company Canada where she was responsible for managing
key property & casualty treaty reinsurance relationships with a focus on
developing traditional and non-traditional solutions to meet clients’ needs.
In addition, Chris was the Past President of the Toronto Society of Fellows
and the former Chair of the John E. Lowes Insurance Education Fund.
Ed Nesbitt, BEng, CIP
Managing Director

An engineer by background, Ed is a tenured insurance professional with
20 years’ experience in property & casualty commercial insurance management
and underwriting, as well as client relationships. His career includes
broker experience with DG Dunbar Insurance Brokers, Commercial Insurance
leadership roles at Gore Mutual Insurance and Aviva Canada, and senior
underwriting positions at Intact Insurance and AXA Insurance.

Sarah Kennedy
Underwriting Specialist

Sarah has over 20 years of commercial insurance experience, managing a
wide range of portfolios across Canada. She has built strong and lasting
relationships with brokers and clients. She has developed a keen expertise
in assessing complex insurance risks and driving growth in fast-paced environments,
having worked with top companies like Zurich, Aviva, Allianz, and AXIS
Reinsurance.

James Cameron, FCIP, CRM, C.Arb.
Claims Manager

Jim brings over 40 years of claim experience to his role of Claims Manager,
NIAC Claims Coordinator. Following claim management roles in primary and
reinsurance companies, he founded Cameron & Associates in 1994 and for
30 years has been providing claim management and consulting services to
Insurers, Reinsurers, Captives, Risk Managers, and Government entities.
Engineering
Daniel Poon
Lead Engineering Consultant

Dan has over 35 years’ experience in the Nuclear Industry. He was previously
licensed at OPG's Darlington Nuclear Generating Station with experience
spanning the Commissioning, Operation and Refurbishment of CANDU Nuclear
Units. He has held leadership positions in both Engineering and Operations
at OPG Nuclear. He has also worked in Authorization Training ensuring that
facility staff are licensed to CNSC requirements. Dan has performed risk
assessment surveys for both CANDU and PWR technology plants since 2022.
Steve Ramjist, P.Eng
Engineering Consultant - Nuclear Safety Culture & Plant Operations

Stephen has over 45 years’ experience in the nuclear industry. He was
previously licensed at OPG’s Pickering Nuclear Generating Station, has
held senior leadership roles in OPG Nuclear, and was previously seconded
to the World Association of Nuclear Operators (WANO). He has performed
facility risk assessments for NIAC since 2021.
Jacques Plourde, P.Eng, MScEE
R&D Lead – New Nuclear and Fusion Technologies

Jacques nuclear career began in the mid-70’s in research with AECL at
Chalk River and moved on to nuclear operations with Ontario Hydro (later
OPG). There, he held various engineering and senior management roles. He
was an Authorized Shift Supervisor at Darlington in the 90’s and has led
many projects that often involved other Canadian and international nuclear
operators. After retiring from OPG, Jacques joined NIAC in 2011 as its
one and only Risk Control Engineer. He immediately set forth to strengthen
NIAC engineering and its ties with the International Nuclear Insurance
Pools. He is now focusing on new nuclear and fusion to better position
NIAC in the rapidly changing nuclear landscape in Canada. Jacques is Past-President
of the Canadian Nuclear Society, and is fully bilingual French and English.
Cheryl McCulloch
Fire Protection Specialist

Cheryl has over 44 years experience in the nuclear industry. She was previously
the Fire Safety Manager and an Emergency Preparedness Advisor at the Bruce
Nuclear Generating Station and finished her career as the Conventional
Safety Director on a major refurbishment project at the Bruce site. Cheryl
has also worked for OPG and Pt. Lepreau as a Fire Protection consultant.
She has performed facility risk assessments for NIAC since 2013.
Jim Coles
Emergency Management and Fire Protection Specialist

Jim Coles has over 35 years of nuclear industry experience, beginning
his career in 1987 as a Nuclear Operator at the Pickering Nuclear Generating
Station. He has held senior roles in safety, fire protection, emergency
preparedness, and regulatory affairs with Ontario Hydro, Ontario Power
Generation, and as Corporate Director of Emergency Management for the Pickering
and Darlington facilities. Jim has also contributed globally, serving as
a Senior Evaluator with the World Association of Nuclear Operators (WANO)
and leading the development of Canada’s first Nuclear Emergency Management
Standard.
John Bietola, P.Eng
Engineering Consultant (Machinery Breakdown Specialist)

John has over 35 years’ experience in the nuclear industry as Commissioning
and Performance Monitoring Engineer at both the Pickering and Darlington
Nuclear Generating stations. He specialized in Turbine/Generators, and
Station Emergency Power (gas turbines and diesel generators). John has
been a member the NIAC Engineering Survey Team performing nuclear facility
risk assessments since 2015.
